Overview

 PGA are government agencies that regulates commodities that are being imported or exported. These agencies work alongside CBP  to ensure that goods comply with all regulations and standards before it enter(or leave) the country.

 All brokers and carriers are required to submit necessary information as mandated by these agencies to CBP before the goods are imported or exported to United States . PGA is submitted as part of ACE Entry summary transmission. If the HTS summary line within ACE requires a PGA filing, there would be one set of the PGA Message set records submitted as part of our T86 submission.

 If the HTS summary line shows PGA information (i.e. agency code like FD1, EPA etc.), there should

 Mandatory Requirements before filing PGA via T86:

  1. Shipper Catalog - Create a new record for the shipper, associated with the product in Master Data->Shipper Catalog

    1. Note: SEKO is the importer of record, if HTS is disclaimed. Else, the shipper's IOR number is required to file PGA successfully.

  2. Product Catalog - Create a new record for the product in Master Data-> Product Catalog

    1. Note: A product catalog record should exist for each shipper and product combination.

  3. Upload Manifest - Shipper_FEI_number and shipper_duns_code tobe included within the manifest file

    1. While filing for T86, system looks for the FEI Number and DUNS code within the manifest file. If it exists it will retrieve information, else will retrieve data from the Shipper Catalog module.

We can disclaim products associated with the HTS codes, which have FD1 or FD2 as the participating government agency. For HTS codes which has FD2 or FD4 as the  agency codes, CBP require full PGA data set to be transmitted. i.e. Product Code, Country of Production, Parties, Point of Contact, Anticipated arrival information.

What happens after ACAS is submitted?

Transmit PGA messages for all houses attached to a MAWB

  1. Login to AC Nova

  2. Navigate to MAWB File → Customs

  3. Click “Add T86”

  1. If successfully transmitted, T86 status of all HAWBs is changed to “Submitted”

Transmit ACAS messages for a house bill

  1. Login to AC Nova

  2. Navigate to MAWB File → HAWB edit

  3. Click “Add T86”

  1. If successfully transmitted, T86 status of the selected HAWB is changed to “Submitted”
