PGA - Partner Goverment Agency
Overview
PGA are government agencies that regulates commodities that are being imported or exported. These agencies work alongside CBP to ensure that goods comply with all regulations and standards before it enter(or leave) the country.
All brokers and carriers are required to submit necessary information as mandated by these agencies to CBP before the goods are imported or exported to United States . PGA is submitted as part of ACE Entry summary transmission. If the HTS summary line within ACE requires a PGA filing, there would be one set of the PGA Message record submitted as part of our T86 submission.
Mandatory Requirements before filing PGA via T86 in AC Nova:
Please make sure all the below modules/functions have necessary data before filing T86.
Shipper Catalog - Create a new record for the shipper, associated with the product in Master Data->Shipper Catalog
Note: SEKO is the importer of record, if HTS is disclaimed. Else, the shipper's IOR number is required to file PGA successfully.
Product Catalog - Create a new record for the product in Master Data-> Product Catalog
Note: A product catalog record should exist for each shipper and product combination.
Upload Manifest - Shipper_FEI_number and shipper_duns_code tobe included within the manifest file
While filing for T86, system looks for the FEI Number and DUNS code within the manifest file. If it exists system will retrieve information, else will retrieve data from the Shipper Catalog module.
Product SKU is mandatory within the manifest. SKU links to the product catalog and retrieves all necessary information to file PGA message .
Currently, Nova can only submit FD2(Cosmetic) message data set to CBP/FDA.
