Hawb Comments - Add ability to change Comment Type

For the Hawb Comments, give users the ability to change the Type.

(We are getting video links from SEKO Live, and keeping the urls as internal remarks. If the station wants to open it up for customer visibility, then they can change to a Web Remark).
