Hawb assigning Pickup Agent No longer clears Dispatched Time

When a Pickup Agent is assigned, the Dispatched Time & Dispatched To were being cleared out.

If a shipment was already Dispatched, once assigning a Pickup Agent, you had to re-assign the Dispatch data. This has been fixed.
